Added new Random Note Folder Feature

I have been working on adding some additonal functionality to your Plugin

So far I have figured out how to add a

Random Note Folder
and then save it as a Smart Search Command

Only thing I'm struggling with is getting it to unload from Command Palatte when deleted.
