[Feature] Add more search aspect regarding publishers themselves

I want to know who the top publishers (with the highest number of packages) on pub.dev are; how many packages are connected to them (things like the critical score mentioned by VGV); etc.

A recent incident highlighted that if we put out a metric, people will go at great length to game it, and to me package count seems like something that would motivate people to push out low-quality packages.

I think we need to find and expose metrics that could be used to gain trust or communicate hard-to-game metrics.

I think the criticality measure looks quite interesting, I hadn't encountered it before.

I will not make any promises, but we do want to eventually integrate github activity measures in some form or other in the pub scoring. Criticality seems like an easy way to obtain this.

One question is how to combine the metrics from the packages into a single number for the publisher... adding them seems to allow for just publishing many low-criticality packages. Average also seems less than ideal. Perhaps the median or some kind of H-index...
