.tooltip background/color in dark mode makes it impossible to read with Chromium auto dark mode flag

Describe the bug
Tooltip color is not optimal when using Auto Dark mode setting in Chromium

To Reproduce

1. In edge://flags , turn on Auto Dark Mode for Web Contents and Enabled with selective inversion of non-image elements.
2. Generate a report in dark mode (or light) and try to vew tooltip

I made some adjustments in the CSS files following this approach:

Since the report already supports dark mode, the CSS has to tell the browser that "Auto Dark Mode for Web Contents" is not applicable:

:root {
  color-scheme: light dark;
}
