Add additional authenticator to test environment

Currently we only use the default authn authenticator for testing. The Authenticator Status endpoint does not support this authenticator so as is it cannot be fully tested (We also just should be testing each type of authenticator).

Describe the solution you would like

Another authenticator should be added to the test environment so we can at least verify that certain endpoints are working not just with the default.

I think that enabling an authenticator just means:

• creating the webservice
• defining a host permitted with authenticate status on the webservice
• enabling the authenticator in the CONJUR_AUTHENTICATORS env var

which is to say that to test this API endpoint, I think you just need to load some policy and set some env vars.
