Update docs for inactive signals to include last dates available

The documentation page for source "safegraph" lists when the dataset was discontinued. Many of the docs for the other inactive signals lack this important information. The dates in question should be available in Epiportal: https://delphi.cmu.edu/epiportal/?original_data_provider=Safegraph
