The new policy follows approved example of BRAVE_FINGERPRINTING_V2 policy which was created/merged via #31235.

This change allows to set BRAVE_TRACKERS
content setting via managed preference
basing on policy.

Resolves brave/brave-browser#50321

Closing current PR as per spec and discussion in Slack, are not setting BRAVE_TRACKERS content setting with AOM enabled.
