Fingerprinting 2.0: enumerateDevices randomization

This is a spin-off of https://github.com/brave/brave-browser/issues/8666 which is still being discussed. The part we've agreed upon so far is

`MediaDevices.enumerateDevices`

**default protection**:
-   Randomize order of output, under eTLD+1 session seed.

**max protection**:
-   Randomize order of output, under eTLD+1 session seed (same as default protection)
