You can create a TAGS file for this project like this:

org-ruby $ ctags --version
Exuberant Ctags 5.8, Copyright (C) 1996-2009 Darren Hiebert
  Compiled: Feb 25 2012, 19:54:05
  Addresses: <[email protected]>, http://ctags.sourceforge.net
  Optional compiled features: +wildcards, +regex
    
org-ruby $ ctags -e $(find lib spec test -name '*.rb') bin/org-ruby
