Remove file suffixes

Distro packaging guidelines prohibit coding language suffixes on binaries, so we might as well remove them from the repo itself to make it consistent.

Does this involve just renaming files like "apertium-eval-translator.pl" to " apertium-eval-translator"?

Also need to make sure all references in all other script are changed to call them without suffixes, and various documentation and build scripts.
