PWMOut for ESP32SPI

• Added PWMOut class for using any of the ESP32's PWM Pins as PWMOut objects. Compatible with CircuitPython's PWMOut API, #52

To use in CircuitPython, simply install the Adafruit CircuitPython bundle.

To use in CPython, pip3 install adafruit-circuitpython-esp32spi.
