Here's a good-faith attempt at translating the handbook to English. I'll admit that I don't know Japanese at all and relied pretty heavily on Google Translate, but I think this gets the original ideas across adequately.
If I might make a recommendation: Transifex could be leveraged to manage translations for free since this is an OSS project (if that's something you're interested in setting up).
