Update CI to use modern PyPy versions #828
Description
The CI is still based on PyPy 3.9, and that version is no longer released. Currently, PyPy maintains only PyPy3.11 and PyPy3.10 (to be discontinued soon), and pyflakes fails tests against both of them for a long time.
