dldt_gst_video_analytics test failed on vcaca gst images

OS: ubuntu16.04, ubuntu18.04
Platform: VCAC-A
Root cause: Openvino deployment manager didn't deploy libinference_engine_preproc.so into image
Found in regression test of 20.3 release.
Workaound: Manually download openvino package, and copy libinference_engine_preproc.so to - /opt/intel/openvino/deployment_tools/inference_engine/lib/intel64/

Or you can download vcaca gst dev images which libinference_engine_preproc.so is already there.
