Updates to IEC marine energy standards

This issue will track updates across the relevant IEC marine energy standards that we use in MHKiT. Recently updated (2024) standards include:

• 62600-100 Ed. 2 en 2024 (WEC Power Performance)
  • Explicit references to "-100" in MHKiT:
    • wave.resource.energy_flux()
    • wave.performance.statistics()
    • wave.performance.capture_length_matrix()
    • wave.performance.wave_energy_flux_matrix()
    • wave.performance.power_performance_workflow()
    • wave example
  • Changes:
    • standard deviation changed from N-1 to N degrees of freedom
    • "Capture length (L)" is changed to "capture width (CW)".
• 62600-101 Ed. 2 en 2024 (Wave resource)

• Confirm that we define bins edges/centers in the same was as the IEC for e.g. power matrices

A tangential note, but when I searching for references to each standard I found that the docs search tool does not include the API documentation. Odd, but it's easy enough to work around in this case by searching the source code directly.

@simmsa I did not see any specific references in the -100 or -101 to bin definition. If you know of a place this is defined, let me know.

Currently we allow users to define height and energy period bin centers for capture width and power matrices. We then automatically calculate bin edges as the average of the adjacent bin centers. Previously the lowest and highest bin edges were set to -Inf and +Inf respectively. In #382 I update this and manually define the lowest bin edges as 0, and the highest bin edges so that the highest input bin center is correct. I also added warnings on the maximum bin size (0.5m, 1.0s).

The scipy function called under the hood only deals with the bin edges. The lower bin edge is inclusive, while the higher bin edge is exclusive (except for the last bin which is inclusive of both edges).
