Fix IB marker IO #1013
Description
Currently, the IO doesn't actually save out the IB markers at each time step, just the markers at the beginning of the simulation. This was fine before the IBs moved, but now it causes issues with visualizing in paraview. The IO needs to be updated to ensure that the new IB markers are saved.
