Implement A3 High network blocking script as startup-script feature

This PR anticipates future additions for the A3 Mega, A3 Ultra, and A4 VM series with similar functionality. It cannot be adopted in the A3 High Slurm blueprint until it is refactored to use Ubuntu 22.04 or above.
