"Proceed anyway" button doesn't work when website is blocked by rule with $all/$domain modifier #1952

Issue Details

Steps to reproduce:

  1. Add to user rules:
||example.org^$document

or

||example.org^$all
  1. Go to - https://example.org/
  2. Website is blocked
  3. Click on the "Proceed anyway" button

Expected Behavior

After clicking on the "Proceed anyway" button website should be opened.

Actual Behavior

After clicking on the "Proceed anyway" button website is still blocked.

Additional Information

Not related to this issue, I see that there is a new design of blocked page what is nice.
Maybe it would be a good idea to add some information to button when it's hovered/clicked?
It's not obvious what the "fullscreen" like icon does (at least it wasn't for me), so maybe adding some information on hover, like "see more details" (or something like that) would be a good idea?
