Description of defect

The latest PR #13321. I'll create a new PR that will get to the root cause and fix it. I could see this error also in another PR with the rebase today so it is scandode error on master rather than one PR.

Found the root cause, aboutcode-org/scancode-toolkit#2119

I'll fix our Travis with pip install pdfminer.six==20200517 to unblock PRs as soon as possible.

This was resolved, as I checked, the workaround is not needed, I'll remove it now via new PR.
