Add a ToDo/FIXME tree/table to track ToDos and FIXME inside projects

hi everyone, i'd like to give one idea for Zed.
In JetBrains CLion there's a function called ToDo that allows the developer to easily track ToDos and FIXME, is so useful when you are not the only one "playing" with the project and I found it interesting during a course in my University, also at work I'm usually in the situation of someone telling me to check the ToDos/FIXME they left me and is a bit pain to search manually for every single one on big files and big projects. it would be great to have this feature in a future release of Zed.

Thanks @LucasBarreira for trying, Unfortunately, I saw that your PR #31969 was rejected.

Thank you for the PR, but I don’t think this is how we’d want to go about implementing this feature, as it’s not really adding anything that can’t be done today by searching with a regular expression.

@maxdeviant I understand your reasoning. Any suggestions how this should be implemented?
