Since Rancher v2.12.0, a deprecation message appears for any user trying to create a cluster with deprecated KEv1/EmberJS. For those organizations who have developed a custom KEv1 driver for their managed Kubernetes Service, this has caused confusion for their end users as the warning is not relevant to them.

The deprecation message should:

• appear only managing drivers, not creating clusters
• appear only for admin users who manage cluster drivers, not all users.

Suggestion: we should remove the banner from the cluster creation screen and move it to the 'Cluster Driver' management page and only show it for users that can manage drivers.
