Add new "willow_pink" processor to the QVM factory (#7366)

The new processor corresponds to the Willow "d7" (CZ) device
configuration.
Also make sure gate times from device specification data are propagated
to the new QVM built by `create_default_noisy_quantum_virtual_machine`
where it is used for noise model.

And also update QVM tests to cover the new `willow_pink` processor.
