Undocumented parts in obs-encoder.h

obs-encoder.h specifies the interface that encoder plugins implement. Some parts of this file are undocumented. This is confusing because a plugin author will not know what to do with them. If they are not supposed to be touched then this should be documented. Specifically I'm talking about:
