This will make future PRs much easier to merge, since most people working on the CLI will already be running prettier since it's set up for that, so there won't be intermittent prettier changes mixed in once this is merged. This PR adds the
.prettierrc.jsonfromnetlify-cli, along with eslint rules to error on unformatted code andnpm run formatto reformat all JS files in thesrcandtestdirectories.
