The pull request "ref: Move trace propagation to its own class" was created by @philipphofmann but did not reference an issue. Therefore this issue was created for better visibility in external tools like Linear.
Extract the trace propagation logic into its own class, so it's easier to test and maintain.
Prep for #6017.
