remove powerpoint modern comments sample (#1861)

This sample has been moved to the learn.microsoft documentation [at this
link](https://learn.microsoft.com/en-us/office/open-xml/presentation/how-to-add-a-comment-to-a-slide-in-a-presentation?tabs=cs-1%2Ccs-2%2Ccs-3%2Ccs-4%2Ccs-5%2Ccs-6%2Ccs),
so this can be removed.
