[webui]: Make it possible to add global interfaces to WebUIBrowserInterfaceBrokerRegistry #50327
Description
This will make it possible to enable automatic color change in our React WebUIs (already enabled in Polymer/Lit WebUIs) and other WebUIs (such as BraveAccountUI) which are using .ForWebUI to register interfaces.
