CW is not stable when enable the Stage Manager

Checks

• I ran cw doctor in the affected command line session and it didn't resolve my issue
• I ran cw restart and it didn't resolve my issue
• I searched the discussions in this repo and there are no duplicates of my issue

Expected behaviour

CW always shows the completion popup when the Stage Manager is enabled

Actual behaviour

When I enable Stage Manager, the completion popup sometimes does not show. CW still works normally when the Stage Manager is disabled.

Hey @sonthepham-dev, if you close the dashboard window while stage manager is working is it more stable? I think this might be an issue with how stage manager handles the Activation Policy we set when the dashboard window is opne.
