Extend mouse support

Is it possible to have clicking sections move the cursor there? I did a very quick search for mouse/wheel/scroll in the code but couldn't find how it is that scrolling the mouse wheel moves the cursor, so I'm not sure if it's already possible to bind this but I'm not sure there is an action that could support this anyway.
