Allow to use outbox as a job scheduler

Enchance outbox table with job_id and valid_at timestamp so that we can use outbox as a scheduler and schedule future jobs outside Sidekiq. Sidekiq scheduled jobs are not easy to query on as they need to use scan that is not optimal on large sets.
