A DLL is file that may contain code and other resources that an app can access. Sometimes, ScreenToGif can't access a DLL because the system or the anti-virus may be blocking it.
A possible solution is to add ScreenToGif to the list of exceptions on your anti-virus. Also, check if ScreenToGif has permission to read the file by looking at the file properties.
Before version 2.21, there was a bug with the loading mechanism. The app was only able to load the libraries if it was stored in the same folder as the app.
