Changes to component scss file are not applied on windows when run with --env.aot

Describe the bug
Changes to component scss in angular project are not applied on windows with @angular/webpack@8.2 and --env.aot

To Reproduce

1. tns create MyApp --template tns-template-master-detail-ng
2. npm i @ngtools/webpack@8.2
3. tns run android --env.aot
4. Make changes in _car-list.component.scss
   Changes are not applied, livesync is not triggered

Changes to be applied
