Rollup merge of rust-lang#33023 - tbu-:pr_wrapping_traits, r=alexcrichton

Implement `Display` and `Hash` for `std::num::Wrapping`

Also, change the `Debug` implementation to only show the inner value.

Fixes rust-lang#33006.
