ffv-api-generator: Switch IRC channel to hackint

There is currently a lot of problems between freenode and the ex-freenode
staff (libera chat). So just move to a third party.

Hackint has the benefit that a lot of other freifunk related channels
(#freifunk, #gluon, #icvpn, ...) also there.
