Are you developing your own version? The policy is written that way for Google Play.

It depends on what you added/removed from the app. If you are uploading a copy without meaningful changes, I suggest not doing that, as Google may reject it anyway under their repetitive content policy.

I have redesign app and hide some features. Also unlock all functionality you have locked. Nothing else has been added.
