Location of the specific Floop setting (Show toolbar at the bottom)

I have been testing the Floorp 12 beta that's coming later. For me its missing a setting "Show toolbar at the bottom". I doubt it will make it into the final build due to it currently being a experimental feature.

What I'm trying to find is where its at in a settings file so I can make a override to enable it or somehow do it with css for Floorp 12? Either way I would have to see how its actually implemented (I am no programmer but can mostly figure things out). Any one know where I can find this in a file or source?

It's not the same thing, but I tried to create something similar using userChrome.css. I hope it can be of some reference.
