De emphasize column section (#586)

- Update dependencies via Dependabot:
 json (2.7.2→2.8.2), activesupport (7.2.1.1→8.0.0), webrick (1.8.2→1.9.0)
- Remove Bootstrap dependency
- Add custom carousel slider with 3-post limit
- Implement 2x2 grid for latest posts and join-us section 
- Modularize join_us section for reusability
- Add PyConUG and PYHO 2024 recap posts
