chore: support Kubernetes v1.29.8

Reason for Change:

• Add k8s v1.29.8
• Add azure-cloud-controller-manager v1.29.8 and azure-cloud-node-manager v1.29.9
• In Kubernetes v1.29, several flags and feature gates were removed.
  • Users with existing api-models containing such a flag or feature gate would get broken deployments and upgrades. This PR will automatically remove the flag even if the user specifies it, for k8s v1.29+.
  • Add proper unit tests for all removed flags and feature gates.
