FindOpenVDB.cmake: blosc/zlib not set as depedencies?

Hello, I'm trying to understand the following code in FindOpenVDB.cmake:

If OPENVDB_USE_STATIC_LIBS is set, _OPENVDB_HIDDEN_DEPENDENCIES will be empty and Blosc::blosc and ZLIB::ZLIB won't be added as dependencies of the OpenVDB::openvdb target (they're neither added to _OPENVDB_VISIBLE_DEPENDENCIES).

I'm experiencing issues with that through the vcpkg port: I'm getting undefined symbols for blosc.
What's the intended behavior here?
